President Bush Claims Credit for Non-Existent Climate Action (Update)

President Bush today claimed credit for a 1.5% drop in global warming emissions. If you're having trouble with what to make of that, here's help from Phil Clapp, President of the National Environmental Trust:

The president is playing defense going into the U.N. climate change negotiations in Bali next week, so he is trying to take credit for a drop in emissions caused by little more than mild weather and high gasoline prices.

The Department of Energy report doesn't name even one measure the Bush administration put in place that caused this temporary drop in global warming pollution. The last time the White House claimed credit for an emissions drop, it was due to a recession.

How much more shameless can the White House get?
